fig 4.0 (python2, includes command help)

i spent most of 2016 trying both fig 2.9 (python 2) and fig 3.1 (python 3) with a similar feature set; the outcome is fig 4.0.

fig 4.0 is exactly the same as fig 2.9, except it includes the command help feature from 3.1. (sha256sum: cbb2a3eac6565628d389d49d34c793c624ef2b1f6847950fae030d1e0b6b6d70)

it is also the first python 2 version of fig in 2016; 11 months after fig 2.9.

there are no more python 3 versions of fig planned at this time; fig 3.1 is useful, but not as useful in my opinion as fig 2.9. when the python foundation drops support for python 2 in 2020, hopefully pypy will suffice. i have no more interest in developing anything for python 3.
